I'd rather turn the Pieces into miniatures, and allow the miniatures to be registered as polymock pieces.

Both undedicated and dedicated miniatures would be able to be registered, but registered miniatures would vanish and be lost as items forever.
Instead of that, they would be then stored account-wide forever.

Of course, to do so, you'll need EotN.

Then, anytime you want a miniature back, you talk to Toy makers(Mahk in Kamadan. another one in Shing Jea and Lion's Arch and another in Rata Sum) and they make you customized miniatures for 100g.

Then, each miniature could have (or not) an equivalent as polymock pieces.
All those that can be used as polymock pieces would be in the lists to choose pieces during the game.

Of course, some miniatures would not be available as polymock pieces, like most plot characters (Varesh, Rurik, Shiro, Ghostly Hero, Kuunavang, Mallyx, etc...), but would be able to be registered and saved anyways.

Now, I'm sure the OP didn't mean they'd have the same skill bar as the real creatures do. It would just be polymark.
Besides, nobody would ever play with the rare and expensive mini pets in fear of losing them to somebody. Plus, I mean, if you can only play if you have a mini pet to risk, a lot of people won't have any (ie, you can't just play it to try it out, because you'd lose all your pets pretty quickly before you get any good at it).

It's actually quite good, I've played through it twice now. Nothing has recaptured the divine aura of what was Blue/Red, but Diamond/Pearl has come the closest so far.
